I put a counter and then set that counter to "number of frame" and no matter in which frame I try this, it always return number 1. Why?

Um, I think it's a matter of "run application" vs. "run frame". When you just run a frame by itself, it always counts it as frame 1. If you were to run it as an application, I'm sure you'd get the correct number.
