Is there any way to make non-scrolling backgrounds or do I have to use actives and uncheck the "Follow the frame"-checkbox?

You can use the Background System Box for non-scrolling backgrounds - it's also possible to make backgrounds that scroll at different rates from the other objects, creating a parallax effect. Circy wrote a good article on it a while ago, and it's here. http://www.create-games.com/article.asp?id=1255
