Is there a way to have some frames run in higher resolution then change to a lower one for other frames?

Yes - to an extent. The screen resolution can be changed with some extensions, but you can't change your game's actual resolution. Which means that if you defined a size of 640x480 for your game, you can switch screen resolutions, but you can never use anything different than a 640x480 size to show the game in.
There is something called "virtual frame resolution" in MMF2... Maybe it's intended to do this, who knows?

Not necissarily 640x480, it's the original value specified in the beggining.
You can change the game's actual resolution with some super-duper techniques.

Nope, MMF2 Pro supports MDI by default, but I guess you have standard.
