I think you answered your own question. You make Flash cartoons in Flash. I think the newset version is FlashMX, and you can buy it here: http://www.macromedia.com/software/flash/, or download it illegally of course, which you will go to hell for doing so.

Lol! "How do you make flash cartoons?" is the same as asking, "What's a metal spoon made out of?". (Nothing against you.)
Yep use flash. But there is something to remember that got me stuck. When you are making FBF (frame by frame) animations, every frame must be a keyframe. You only use other frames for motion tweening and backgrounds and stuff.
