No more software than the inbuilt paint programs found in click products is needed. Also MSpaint can come in handy. Im not a fan of 3D graphics, so I cant help you there.

Well I always use MS Paint as a start and now I use 3dMax and other stuff for logos etc.
first you have to decide what kind of art you need. painted pictures? pixelart? renderart?
for painted pictures simply paint something and scan it in . so you need a scanner ... you can also combine it with pixelart: using this pictures as base for further modifications ...
for pixelart you need something like a paintprogram. windows paint for example ... better such programs like paintshop or adobe photoshop ... then you create your sprite/tile/whatever by simply painting it in your software. fun ,and most of the times good looking results . but a big effort to create animated sprites in this way. eight directions a 3 pictures with 10 animations? hell of work to paint them all manually
for renderart you need a rendersoftware. blender, truespace, maya, 3ds max ...
this one is the most expensive way when you want to work with the commercial ones ...
blender is the only useful freeware as i know. and has a confusing interface in my opinion ...
here you create a 3d mesh, paint it, implement bones, animate it and render it as bitmaps.
once done , you can animate and render the result very quickly to bitmap in all needed directions.
all ways needs a little bit of artistic talent. you should know how a tree is looking like when you want to paint one . pixelart needs not this much time to learn, but lots of time to create the stuff.
renderart needs to learn how to handle the software, which is timeconsuming . but it shows very fast results once you know what does what ...
For 2D graphics, just use TGF or MMF's picture and animation editors to draw the graphics. If you're lazy and want good graphics fast, you can use Paintshop for some neat filling or deforming effects.
All you really need is the MMF/Gfactory picture editor. Once you draw the out-line of your character, shade it; don't use just one colour. Anyway, good luck with the graphicyness.

No, get 3DSMax 4, and Photoshop 7. 3DSMax 5&6 are too unsupported by plugin developers and tutorial writers, and Photoshop CS has too many added quirks since PS7 that basically spoil the program. Plus if you're planning on getting them legitimately, then they'll be a hell of a lot cheaper.
I actually have to disagree with the guys recommending 3d studio max and photoshop. Both are extremely expensive and quite advanced. Also, the learning curve is quite steep in both...
However, I suppose there's no harm in giving them a go (if you can get a hold of them that is), but I suggest starting with the simpler and less expensive tools.
You can create some 'good' graphics with some pen to paper drawing talent, a scanner and microsoft paint.

I have Photo Shop 8, but when I import the graphics I make into MMF, it makes all the lines either a) vanish, or b) turn gray. So that's why I suggested the MMF/TGF picture editor.
