TGF 16-bit is only for Windows 3.1. You ought to be using the 32 bit version.

For a place to download all the stuff and extensions for MMF then go to www.spatang.com and click on MMF Extensions. Do it.

I got 16-bit working fine in 98, it's not just for 3.1
