Irfanview is mainly for viewing, actually, but it contains some neat Photoshoppy effects for the poor home user.
I love it.

I just use MMF, but I am really bad at drawing so I usually get somebody else to do them for me.

@Phizzy: Irfanview is VERY good with reducing colours. Gayness starts to happen when you reduce a 256 colour image to less than 100-150. But sometimes even less.

I usually just use the MMF picture editor for the main characters, but I like to photoshop backgrounds.
