Uh, I don't use XP so this is half a guess, but I stumbled across the likely option while fixing a friend's machine the other day. Check under Control Panel -> System -> Advanced and look for the option to turn of graphical effects. Under Performance Options, I think.

those animations are only a bother and eye candy for gay console kids

they anti alias the anti alias of an objecte that got anti aliased

safari even AAs the outline of pixel art and totally ruins it. it sees the transparency of the gif/png and calculates the aa between the pixel art and for instance the background colour the forum it was posted on
