Modplug Tracker, fo sho. At least, if you're going to go for module (.mod, .xm, .it...) music. It's a good alternative between MIDI and MP3, you can reach MP3 quality music with some practice. And you can always save your files as modules or mp3's in it.
Yeah, I've used it. Or, I still do, occasionally. It's got an interesting interface, but you get used to it. It's ideal for making chip music, because of the draw sample feature. There's a series of MilkyTracker chiptune tutorials on Youtube, too.
MIDI maker is free (the trial version, at least, which lets you use it 40 or 50 times). The interface is really, really easy to use and I like it. The biggest drawback for me with it is you can't have a hugely complex MIDI song that's more than a minute in length. Even the full version (which I paid for even though the creators never got back to my "does the time limit affect the full version too?" question.) The full version lets you use it unlimited times and a few extras like reversing every note or flipping them upside down (all your low notes will be high, and vice versa.) I made a song that was okay and messed with reverse and flipping everything around and that version ended up being in my final Underground Area for Necropolis Rising. The high beeps you hear are actually really low bass notes flipped around. Still, I wonder if it was truly worth the $20 I spent...

There's a pretty extensive readme file that comes with it, I suggest you read it.
MasterM, MilkyTracker is great. I've been using it for a while and I'm glad to have finally found a decent tracker for Windows that's similar to Fast Tracker 2.
You might find the tutorials on YouTube helpful in terms of seeing how easy it is to create something with a tracker. Most of them seem to focus on chiptunes, probably because you can draw the sample waveforms with the mouse.
The great thing about tracking is that you can open up any other song and learn from it. No one wants to sit and read through a help file; it might be more interesting to watch another song and pay attention to the effects column.
