It's because it's a stupid rule.
No it isn't. Freeware generally doesn't have the same resources behind it as commercial projects, so they aren't really comparable. There'd be nothing to stop GOTW turning into free advertising.
If I remember correctly Meeklits won GOTW (twice?) while still being shareware.
If it's made with a Clickteam product, shareware, and well made, I don't see a problem in including it in the poll. The people who vote can decide if it's worthy of a GOTW.
GOTW is about to support those, who didn't turn professional. Maybe the next step will be to exclude some klikers who are really good?... just kidding. :---).
IMO this only proves that GOTW is not (clearly) about to reward best games. Is that good? Is that bad? Depends...
If you work hard on making a high quality game, you should be allowed to win GOTW, it shouldn't matter if you decide that you want to make a few bucks off of the game too. Very stupid rule if you ask me.
Some of my shareware games had been discluded from the GOTW too, and I understand that that's the way it is, no big deal. Maybe there should be some set of rules up on here somewhere as to what and what can't be considered for it to erase any doubt.

Another argument then: demos are also excluded. Shareware, typically having a large amount of locked-out content, are effectively demos.
It just seems to go against the freeware vibe of the site. It's not like commercial games don't get plenty of recognition, whereas GOTW is one of the few chances smaller hobbyist games (the bulk of klik) have here for further exposure.
Though I'm still not entirely entitled to believing that shareware games shouldn't get a fighting chance to win GOTW, because they were in fact made in Clickteam software and by people who actually put hard work into the game, I do agree with that point you made Radix, most Shareware games are generally only available free in the form of very limiting demos, so I'll give that point towards Shareware, but not much more.
