Yup, it's there so when not enough people have voted, there's no real "verdict" yet, making more people download and try it. If 3 people vote thumbs down because they hate you but the game is real good, it would be unfair, see.
The system isn't retarded, just a bunch of people who use it are. Voting every download down and the like, so it makes it hard to tell what's decent and what's not.
IMHO, it's retarded, because it's hard to get people to use it right. When we first put it, people whined because nobody was voting. Then SC made it so that it pops up after you start a download. Now a lot of people are just giving everything a thumbs down (or basing it off the comments some jealous retards make).

You're always going to have unfair voting, but a well-designed rating system should take that into account. Instead what we have is a simple average, which can easily be skewed by a small number of votes.
