he didn't make it public, the guys who POSTED PICTURES OF HIS FAMILY TO EVERYONE ON THE SITE did.
Sorry to put it this way but...
ARE YOU A TOTAL MORON?!
Neither me nor Adam posted photos of his family members to everyone on the site.
Adam used his sister as his MSN DP for 1 minute, and so did I.
And I put that picture as a Noodle-only image (Only Noodle was able to see this image, everyone else saw this image: ) and I removed it instantly after he removed his avatar.

I can't remember giving Noodle any permission using my photo in his Public avatar (TO EVERYONE ON THE SITE) either.
Edit:
Just for fun, I'd like to quote a DC mail I got.

Right, I've removed my avatar of you now, only to make you get rid of your avatar (of my sister).
You really are an unpleasant little scrote.
From the date it seems that the actual happening is ancient and Noodle is trying to riving the dead ones.
We've handled the issue (relatively, it's still Noodle with his very polite words) politely on PMs.
I can't remember giving Noodle any permission using my photo in his Public avatar (TO EVERYONE ON THE SITE) either.
But did you ask him to remove it? And if so why didn't you contact one of the admins about it?
The difference here is that Noodle's relative isn't even apart of the community and so he or his parents don't even know that his image was being used here. The situations you're describing are completely different to the one we're talking about - which was Noodle's nephew being used in a user's signature, in a degrading manner.
Like Shab said, there is nothing that can be done regarding LIJI, Adam and whoever else used these images. This is regarding one user using a image of Noodle's nephew in their signature on this site and making him do an animated dance.. If Noodle used your image then he was wrong to do so - but there is nothing we can do regarding that. So please stop talking about the issues we arn't even talking about.

Yes, and Broomie too. Noodle didn't give a shit for any of these requests and only by putting his sister on my Noodle-only avatar was I able to make him remove it.
Again, I removed it instantly after he asked.

Well we can't do anything about it if you don't tell us about it.
Both you and Noodle were wrong to do what you did - either you can just admit that or stop talking about it completely.
I find it amusing certain individuals are willing to go to ridiculous lengths to justify actions which they deem trivial. Cease the mindless contradiction, seriously.
Well I don't know what happened back then - only Broomie would be able to explain that.
But either way you were both wrong to do what you did, no matter who did what first - so lets just end it at that please.

I agree. Wasn't until now that I went and looked for the pictures, then got a chuckle out of it. So I'm sorry to say Noddle, but I think you accidentally made a fool of yourself, by telling everyone they were related to you. No one knew or even cared.

I disagree with that. Since allowing stuff like that is like saying it's okay to bully someone as long as nobody else knows about it. I would certainly not find it funny if someone had my sister in their avatar/signature even though others wouldn't know who it was. That's reason enough for me to not allow stuff like that.
Though this whole ordeal maybe could be handled a bit more privately. More and more people get involved in these threads and that seems to lead to more drama.
It's not funny to take family pictures of people on the internet and post them all over the place in an offensive manner, no. You're not making matters at all any better though, by going out and bitching to the world that it's happening, because where's it's offensive to you now... take that and multiply it by 50, once you just told everyone who the people in the pictures are. Because NOW people aren't just pointing and laughing, they're pointing, laughing, and snickering at you because they know who the pictures are related to.
You are implying that people who found out about it thinks it's funny. I did certainly not find it funny when he told it was his family. I rather put myself in his shoes and thought how it would be if some random dude used pictures of my family in a site you enjoyed. I do not find that funny one bit and I think people who do should think about how they would feel if it happened to them. Just because it is the internet and you don't see people doesn't mean people have the right to act like that imo. Though a ban might be to much I atleast think they owe him an apology.
