Hey guys I have a question. I'm kinda new to this java applet thing so this might sound stupid but bear with me here. Alright, so I make a game or something in mmf2, i make it an internet java applet. I then upload it somewhere so people can access it. Can I, make a custom preloader? I mean before laoding the java applet, the java icon shows up, correct and loads? Can I make a custom one? If so, how?

No.
Last time I checked, Java wasn't a video games console. A better comparison would be to compare it to Flash, which of course does allow you to create a custom pre-loader.
As far as I am aware you can't create a custom pre-loader. In fact I'm not sure if I've ever seen a Java applet with a custom pre-loader (please correct me if I'm wrong). Then again I haven't seen that many Java applets on the web.

Java is a platform. The Java icon/graphic exists to let you know that you're running an app on the Java platform, as well as load the platform itself. Like how Windows has it's logo and a loading bar when it's starting up. It preloads the platform and app.

That doesn't mean games on these platforms can't have custom pre-loaders. Like I said, look at Flash - which allows anyone to create and use a custom pre-loader. Windows, Xbox, Gamecube .etc don't really require custom user pre-loaders because they were created by companies like Microsoft and Nintendo. Klik games are created by individuals who are obviously going to want to use their own logo when the game is loading (just like Windows uses the Windows logo when it is loading .etc)
