This is probably the worst place to be asking this, but...
I'm interested in coming up with a few meaningless senates and was wondering if anyone had any ideas on research I could do, or things I should take into account for this. Such as how to avoid words that amy be insulting in foreign langues etc. Anyone have any info on how they did it in The Sims?
Probably the laziest approach ever, but I would take whatever "words" I was coming up with and type them into Google. See if it corrects me. Then take whatever "words" or "phrases" I would make up and put them into a language translator which automatically detects language. See if anything comes up.
Obviously not fool proof but I'm sure it would be acceptable enough for the limited audience that's likely to see the content and potentially be offended by it. I would assume much more drastic attempts are made when you're aware your audience will extend beyond hundreds and stem into thousands or more.
Try finding structures that sound rhythmically like human speech. Make a few rules for sentence structures etc, that way it will seem more effortless and natural sounding. If it's totally random it will sound totes random.
One way to do this would be to take your native language, make up some words in a new language, and map them to word meanings in your sentences, then substitute the words in your native-language sentences.
