So, I didn't want to spam the forum with all my questions, so from now on ill just put them in this little thread.
first question: is there a way to select an object that is overlapping another? Eg: if "active" is overlapping "active 2" then force animation frame to " Alterable Value A (object overlapping (active 2))"
is this even possible? please respond.

Now you've got me wondering if I misunderstood what you wanted.

This is the test file, but it may not be very meaningful since I used ARCANE OMC MAGIC: http://jollycrouton.com/Uploads/misc/overlap.mfa

I think I understand. There's no way to dynamically reference another object within an expression, if that's what you mean. It would be very useful but unfortunately that's one of MMF's shortcomings. It is possible, however: create a workaround or just make a whole bunch of "IF this and this overlap" events.

If you're going the multiple events route, it'll save you some time to know (if you didn't already) that you can create one "THIS is overlapping THAT" event, copy and paste it a hundred times and then replace the objects in that condition just by dragging icons from the row at the top of the Event Editor.
