What do you mean by "Change the Pallette"?
To edit a pallette in PSP, GOTO:
Colors - Edit Pallette
Then:
Click a colour, change it.
To load a new pallette in PSP, GOTO:
Colors - Load Pallette
Then:
Find the pallette file. Pallettes can be made from other images.
I use this for generic smily colours. I just load a pallette, and have all the colours(yellow, red, blue, etc.) ready for drawing.

i tend to switch to 16 million colours then reduce back to 256 when i'm done, so the palette is done automatically

If your using Photoshop simply select either "Adaptive" or "Selective" from the palette list in the Save GIF dialog.
Selective will choose the most used colours and turn them into the palette for the image.
Adaptive will calculate which colours it should use to get each colour represented, even if it means the colours dont match exactly.
Both are quite useful, it just depends on what type of image you are saving (for low-colour drawings I recommend Selective, for high-colour photo-like images I suggest Adaptive). But try both and see which gives you the best result.
